Is it possible to use the Issue Collector directly with JIRA Align? Or is it possible to have the issue collector create an issue in another project like an Epic and then have it successfully sync in JIRA Align?
@Kristyna Knoblauch you cannot use the Jira Issue Collector directly with Jira Align.
Your idea of using an Issue Collector in Jira to create "Jira" Epics and automatically sync those to Jira Align Feature work items is possible. The Jira Connector in Jira Align and the mapping of Jira Projects to a Program would have to be configured appropriately to support the syncing. This configuration is no different from the configuration that you would have to do to set up the integration between Jira Align and Jira - you just have to make sure that the Jira Project associated with the Issue Collector is included in the configuration.
You can also consider the Ideation functionality in Jira Align to submit work items directly into Jira Align:

I will consult the suggested links you provided as well, but would you be able to tell me who has access to create ideas in Jira Align? What level of access do the users submitting ideas need to have?

"Internal" users (ones that have Jira Align full licenses) and "External" users can submit ideas.
Anyone can submit as an "external" user as long as they register on a Public URL. "Internal" users should be assigned a role that has the "Enterprise --> Ideation" permission and should be assigned as an administrator or a contributor for an Idea Group.
