when start Fisheye got exception:ORA-00955: name is already used by an existing object

when start FishEye i got this exception form log. the FishEye uses Oracle DB with UTF-8 encoding. Not sure if this was caused by UTF-8 encoding config

Please check if the database user has the permission to create table space
