Can you browse to the user details in the administration area of Fisheye and check if the user is marked as a FISHEYE_USER or a CRUCIBLE_USER?
Or does the lozange says "NO ACCESS"? Maybe the groups or the permission for this user are incorrect and need to be updated.
You could also try to create a new user directory with exactly the same settings as the existing one and delete/disable the current one.
