migrated fisheye/crucible to a new server and restored backup.groups and projects not populated

the projects and groups in my new upgraded server are missing.  how do I get them back on my new server?

can someone tell me what I missed or how to fix this? is this expected?
I had to reconfigure the ldap connection too.
