This is consulting you how to let Crucible (or with FishEye/Bitbucket/Jira Software help) to enforce a code review process, when a developer attempt to issue a "git commit" command ?
So far, it seems that a developer needs to go to Crucible initiate a code review to get a code review process start.
Could you please shed the light ?

You can configure Git commit hooks to automatically create code reviews in Crucible, for example. See these articles:
