FishEye and Crucible are delivered as just one application to download and install.
You unlock the functionality by supplying a license.
Contrary to other remarks, you can use FishEye standalone, and you can use Crucible standalone.

The fisheye comes together with the features of crucible. When you make the fisheye installation, you can activate the crucible by providing the license key or you can use the fisheye without crucible features.
When you need to use crucible feature after the fisheye installation, you can activate it by adding the license details by visiting the Admin > System Settings > System Info.
Fisheye can run as standalone without crucible however, the crucible requires the fisheye to be installed in order to run.

I think you are asking about the dependencies these have. Crucible depends on Fisheye, so if you want to use it, you have to use Fisheye. You can use Fisheye without Crucible.
