crucible anchoring took too long

I am getting the following error every time I try to upload a patch file (708K, 468 files):

 

No repository found to anchor patch to

Crucible tried to anchor your patch to 'appliance', but the search for an anchor location took too long and was stopped. You will not be able to do iterative reviews on this patch without anchoring it.

 Any help in diagnosing the issue and finding a solution would be greatly appreciated.
