User is not receiving review invitations

I have a user that does not receive Review invitations.  He receives email but the review is not listed in the Crucible Inbox.  When he looks at the review, it has his id as a Reviewer.  However, since he does not have Reviews listed in his Inbox, he is not able to follow the Review process.  I have many other users which work correctly.  The only difference is that his id is "built-in" and other use LDAP for authentication.
