I am enquiring if there is a way to track commits and issue keys for a build release.

The short answer is yes. There are multiple ways to accomplish this.
One way is the following which does not cost anything extra.
You add your jira issue identifier to your svn commit. The subversion plugin code will associate the commit to the issue. You will be able to see the commits within the issue.
You define a version which is associated with the build release and manually assign the version to the issue.
You can also look at using bamboo.
