Permissions required to allow user to add repositories to FishEye Crucible

It appears documentation says you must be a Crucible / FishEye Administrator to be able to add new repositories (say from Stash).  Is there a way (or plans) to not require only Crucible Administrators to have this ability?  We'd like to give some people access to add a repo (since its so easy in Stash) without having to give them full FE/CRU admin access.  Thanks!

Although it's a 'Labs' version, i.e. with no official technical support, it works quite fine - we do use it on a daily basis in our FishEye / Crucible team.
