A lot of the work we do is in files that do not exist in SVN, please can you confirm that you can create reviews for items that do not have any change sets coming from the SVN hook. ie Libraries that live in the IBM WCM system.
FisheEye with SVN, fisheye looks for changes that are committed to SVN, you create a review based on the change detected. Some of the inside-pru changes involve changes that are not committed to SVN since they are configuration changes to files that live within the product we use. My question to Atlasian is can we manually create code review requests for these changes?

Please note that in Crucible you can create reviews not only from repository commits but also from patches or attached files.
Therefore, if your IBM WCM has an option to generate a diff, then you can create a review in Crucible, select 'add content' and choose the 'Pre-commit' option.
Alternatively, if your IBM WCM can export single files (or screenshots), you can create a review, click 'add content' and use the 'Attachments' option. Hint: in case you upload a file with the same name several times, then you'll be able to compare its versions side-by-side.
