Configuring committer mappings in FishEye

As an administrator, I can't find how to configure the relationship between the SVN committer id and the FishEye/JIRA logon id. A user can do this for himself, but only after performing a dummy commit so that the SVN committer id appears in the combobox on the mapping page.

How can I, as administrator, set this up at the outset before my FishEye users start using the system ?

/admin/userMappingAdmin.do page (Admin -> User Settings -> User Mappings) lets you do this, but dummy commit is still required.
