Can not update apps in `Manage apps` section (`FishEye / Crucible 4.7.0`)

Hi, 

i've just installed fresh copy of `FishEye / Crucible 4.7.0` (Win Server 2012 R2).

Using external PostgreSQL db and external user login from JIRA 8.2.1.

I've configured one SVN repo only .... and these are all of my configs as a admin user, everything else is by default.

I saw that the `Atlassian Troubleshooting and Support Tools` app has a new update and i tried to update it, but no success .... received this user error message in red

`An unexpected error occurred. Refer to the logs for more information.`

Go to the error log .... 
C:\Program Files\Atlassian\Application Data\fecru\var\log\atlassian-fisheye-2019-06-11

.... and i found this error message below which could relate to my problem ..... it sounds to me like something with the UPM, but not sure ..... my question is what does it mean exactly ..... how can I interpret it (maybe missed configuration or something else) ?

Issue appears using login with `admin` account on this url (`Manage Addons` -> update related plugin): 

http://FISH-EYE-HOST:8060/admin/

 

But when i go to this url ....  

http://FISH-EYE-HOST:8060/

...... and try login with user/pass (with admin rights) and after that go to (`Manage Addons` -> update related plugin) ....... plugin update was successful.
