Lotus Approach is great for my small publishing business. does automatic mail merge - make a selection of records and click on one of your prewritten form which have the fields already embedded, and press go or print.
Problem is that it hasn't been worked on for ten years. IBM own it now but have shown zero interest. Access is an alternative, but I don't believe has the forms all ready to go.

I can't think of an Atlassian application that would do anything like a mail-merge off-the-shelf.
I guess you could script something that could do it though (for example, having a confluence page for each address you want to mail, held in a space, and then a letter in another space that has a button for a script that could create multiple copies of the letter with the addresses drawn from the address space)
