disable logins for maintenance

How could I disable logins to performance maintenance? Would my only choice be to remove the allowed groups in Crowd and then re-add them after the maintenance is finished.

If the purpose is to ensure that there are no one adding any content into your Confluence instance, you might want to consider making Confluence as a "Read-Only" which describe on our knowledge base FAQ here:

Will those timebomb licenses only work with Confluence?

You should also be able to remove the view (can use) permissions from the confluence users group under Administration - Security - Global permissions.
