JIRA Crowd : How can I set up SSO2.0 using Crowd at JIRA Server

I installed JIRA Server & Confluence & Crowd.
I tried to set up login at SSO 2.0.

  Authentication method : Login form (Active)
  Crowd single-sign-on (Inactive)

And message is like below.

How can I do?
1) I just changed 'crowd-init.properties' files like this.
    => crowd.home=D:\atlassian-crowd-3.7.0
2) And I just click 'start_crowd.bat'.
