Can't connect to Crowd Server from User Directories in Jira and Confluence

Using software versions:

• Jira Software: Atlassian Jira Project Management Software (v8.5.1#805001-sha1:c5b54a7) 
• Confluence: Atlassian Confluence 7.1.2
• Crowd: Atlassian Crowd Version: 3.7.1 (Build:#1271 - 2019-12-30)

URLs:

• Jira Software: http://localhost:8080
• Confluence: http://localhost:8090
• Crowd: http://localhost:8095

But both of them failed since can't connect to Crowd Server correctlly.

I set the right application name and password. Why can't connect them?

That's a bit strange, 

Have you set your Base URL on crowd right ?
