I'm interested in the easiest way to assign viewing rights to an external person to one of the pages on our confluence in the cloud and how much it costs.

You have several options:
For a set of individual pages, you can create a public link (enable on a space level in settings, then individually for desired pages). It really works best for one-off sharing. Anyone with the link will see the content. Cost: free
For entire space, you can allow anonymous access in Space's Permissions settings. Anyone on the internet will be able to access. Cost: free
For a more granular access for individual users, invite them as Guests. @Manoj Gangwar 's answer covers that.
To create a bona fide public doc site, you will have to use a theme app (Scroll Viewport, Spacecraft, Refined, Instant Website for Confluence...)
