I want to create templates in Confluence Cloud.
But on the other hand - management do not want me to be able to read spaces/content I'm not allowed to see.
What is the minimum privileges I need to have in order to create global templates, and what kind of content am I then able to see?

In order to create global page templates you'll have to be Confluence/product administrator. That being said, product admins can usually access pretty much everything within the product as, for Confluence, they can access restricted spaces by using recover permissions feature.
This can be potentially restricted if users are using page restrictions, but if you're on Premium, some admins can also use admin keys to access those pages.

(I'll have to ask the admins to create the templates then, it will take some extra time and effort, but still doable).

@Anders Ankartoft A workaround might be for you to create templates in a space that you do have access to and then give the people who need to create them in these other spaces access to your space.
They would be able to open the template in your space and copy content to a template they are creating in their space.
You could then walk them through any changes they might need to make to customize it, for example if you use variables in the template.
