Unable to @ mention certain users in Confluence

Hello. 

When editing the Page in Confluence, a specific user does not appear with @ even though they have authorization. What could be the reason for this?

hello @Elif Karabayır and welcome to the Community ~ check the page permissions...does the user have access to view the page?  Is their user account active?  Can you tag others?

Yes, user can view the page and user account is active she has permissions and i can tag others even though when the other users don't have other permissions they only have view permission and we can tag @ them. Our user has add, attachments and view permissions but still we can't tag her name

From most of the articles found in here for this issue, this needs to be referred for Atlassian support, since this might've been a bug.
