Worth noting that the password reset isn't even triggering as nothing showing in MS365 message trace either
Thank you guys for stepping in to help it's appreciated! Having gone round the houses it was as simple as the user in question had been added to an email suppression list and soon as he was removed the password reset arrived!!

Your post tags say you are using a Free subscription. Is that accurate?
Are you trying to login using the previous Org Admins credentials? Do you have access to the associated Email inbox?
Is your configuration using Verified Domains and Managed Accounts?
Are your accounts using an Identity Provider for authentication, or have the accounts been independently set up with separate passwords in Atlassian Cloud?

This can only be resolved by Atlassian Support, but based on your free tier you are not eligible to contact Atlassian Support (mentioed in the ToC of the free tier option).
