Site wide banner help

I want to configure a site wide banner similiar to here on my Dev instance of Confluence, except I want it to display at all times even when scrolling, and I want it to display on the Confluence Admin page. Can someone please advise how I can do this?

It's primarily so I can see at all times whether I'm on the live instance, or the test instance.

You will need to have to use some javascript/css to create a persistent header to the banner will keep showing "stickied" at the top. Something like

or

http://css-tricks.com/persistent-headers/

To get the banner to show up for the Admin page is a bit trickier because changes are usually not displayed for admin pages in case it screws the pages up and you can't go back. If you really want to change admin page, you need to update the admin.vmd file in your Confluence installation.

In Confluence 5.8 or upper,
You can use 'Announcement Banner for Confluence' a FREE app which mimics JIRA's announcement banner behaviour.
