I'm wanting to share a Confluence Space to a large group of external users who do not have Confluence accounts.
My company wants to use this space to house a manual for one of our programs and be able to share this program manual with the participants who do not have Confluence accounts.
Anonymous access would not be an option for my situation. A public link would work best from what I've read, but I cannot figure out how to turn on a public link for the entire space rather than links to individual pages.

I'm in the same situation - anonymous access is not an option, public documentation is a must. Public links are to share individual pages in isolation.
As far as I know, there are only two apps that can do what you want to achieve in a meaningfull way.
I'm using Viewport to create our site.
Viewport takes your Confluence content and builts a website from one or more spaces. With the help of Scroll Documents, you can choose subsections of space(s) to publish to the Viewport site.
We're actually have multiple sites. The one I'm linking to has an internal counterpart which is behind our SSO (this means it can be access by people who are on our SSO but do not have a seat on Confluence).
