How do i find out who the organizational admins are so we can remove users? I am an "admin" but I am unable to delete users as it is locked.

You can have a site or org admin navigate to admin.atlassian.com then to groups and search for 'org-admin' then 'show details' then the ... menu and you should see 'remove member from group' as an option.
You will need to know a site or org admin first... and you will need an org admin to remove another org admin. Which becomes a bit of a chicken/egg dance.
If you have Confluence, as a product admin (if thats the type of admin you meant you were), you should be able to navigate to admin -> security -> global permissions, and you might be able to see the org-admin group mapped to confluence.
If you have Jira, as a product admin (if thats the type of admin you meant you were), you can go to admin -> system -> security -> global permissions and hopefully find the org-admins group listed, with 'view users' as an option.
So to summarize, find one org-admin via above methods if you are a product admin, then reach out to that org admin to do other org-admin related deletions as you see fit
