Not able to create a page when accessed confluence from VMWARE virtual machine

We in the team, people who are using virutal VMs via VMWARE are not able to create new pages. When click on + to create a new page, they are able to see the page but all the options are disabled.

When the same user(s) tried from outside VM i.e. from public domain over internet, they can able to create a page with all the options enabled and publish. 

Any network setting are reason for this behaviour?

Yes, there is a reason for this to be happening. It seems that you are affected by the following bug:

• [Confluence Cloud] Edit functions are grayed out in Confluence Cloud for certain users

Some customers have reported ways to work around this issue directly in the ticket I linked above. It is a good idea to head there to have a better outlook on what is happening. What is also a good idea is to watch the report and vote for it. Voting increases visibility and watching it will keep you up to date with everything.
