What add-ons for Confluence are available to implement data classification and access restrictions based on the four levels of classification—Public, Internal, Confidential, and Strictly Confidential—and which ones would be better. We have one option compliance for confluence, if anyone can recommend any plugin?

The simplest approach would be to create spaces for the specific level of access needs and corresponding user groups.
Your user groups would be Public, Internal, Confidential, and Strictly Confidential, progressively restrictive when it comes to membership.
Those groups would be then specified in the individual spaces' permissions setttings.
Obviously, your data classification would be reflected in the permissions/space setup but not within Confluence content as such.
I think this could be used along with one of the apps from the search results that @Prachi Bolar suggested.

There might be a more sophisticated solution using conditional content so you may wanna check Scroll Documents, Scroll Variants and Scroll Viewport.
I never used those apps on Data Center but on Cloud I use them for similar end. I use once Confluence space to author my content, then use the apps to create the Public and the Internal documentation site - access to the internal site is controlled by our SSO. So I could create multiple sites each governed by a different SSO setup, effectively restricting the access to specific content to specific people/groups.
