Need help with the Confluence "Explain" Action

Visiting http://<your confluence URL>/explain.action?queryString=keywords

is producing page not found errors a majority of the time. Wondering if this might be due to url syntax? Other considerations I may be missing?

Have already looked at permissions and determined that the pages exist.

it was a syntax issue with our internal url structure! whew

Seems like only Admins or owners can use the URL http://<your confluence URL>/explain.action?queryString=keywords

The requirements to use this feature are not documented.
