Move Page Rule Not Working

I created a template and linked it in a specific space. However when you use the template and publish the page it gets placed in the general area of the over all space. 

To stop this from happening I created a rule based off of users and page labels to move the page (it triggers when a page is published). Testing this out, it does not work at all. Is there a reason why this rule is not moving the page, some weird permission I'm not seeing? I'm an admin in the space so this shouldnt be an issue. How do I get this rule to work or even just get the templates to publish automatically in correct spot?
