Is there a page someone could direct me to that explains the pricing difference between a marketplace app purchased for Confluence Cloud and one for Data Center?
I had a vendor demo this morning for an app which we would only have 10 or so people using (out of a company of 80K) and he said because we were Data Center and not Cloud the pricing would be tiered by our Data Center agreement.
I am meeting with one of our admins this week but wanted to get some background prior to the call.

The short answer is that both are based on tiers of users, but the tiers are different. You can go to the Atlassian Marketplace and search for the app. Then you can change between Cloud and Data Center and check the pricing.

Each app is based on a user tier. Even if only a set of customers are using it, the price is based on the number of users on your Jira/Confluence instance.
Also, each app have a pricing tab in the marketplace to check the cloud/DC pricing.

App prices are always based on the number of licensed user on the Atlassian product. This is Atlassian's pricing model.
I'm taking the following from one's app description in the Marketplace.
Cloud
Cloud apps are sold as a monthly or annual subscription. You are eligible for support and automatic version updates as long as your subscription is active.
When your subscription renews each month, you are automatically billed for apps based on the number of users in your instance.
If app pricing changes after your initial purchase, there's a 60-day grandfathering period during which you can renew based on the old pricing.
Apps are billed based on the number of users in your Atlassian product. Confluence Cloud apps are priced based on the number of Confluence users on your instance. For example, if you have Confluence Cloud (25 users), you pay the 25-user price for apps.
The pricing structure for cloud apps is as follows:
Annual subscriptions may offer a discount depending on the number of users purchased.
Data Center
Data Center apps are sold as an annual subscription. You are eligible for support and version updates as long as your subscription is active.

The app tier should match the licensed user tier of the Atlassian product. For example, if you have a Confluence license for 500 users, you should purchase the 500-user tier for apps. Even if fewer users want to use the app than your Atlassian product license, the two licenses should match exactly.

Having said that, there are companies that use hybrid model and establish a Cloud Atlassian Org for a specific purpose. There was a case mentioned here a couple of months ago when a company, normally on DC, used Cloud for their Documentation.
