I need to link a page to a Jira ticket. My page is very long, and the ticket impacts several locations on that page. I want the developer to be able to click once on the Jira ticket and easily see the several impacted areas of the confluence page.
I would like to make the edits only on the page OR in the ticket, not in both.

You might try putting the link for the Jira ticket into your Confluence page in the areas where there is impact. And then if nothing else, your developers could search on the page for the Jira issue.

Yes to manually linking issue in the page. And you need to link the Confluence page in the Project Pages of the Jira Project. You will need to be a Project Administrator to be able to do that.

It's quite intuitive to follow and might be a good reference to help you out on this.
