Is that possible to get the application for only one user in the company?

Hello! My company is using Atlassian products (Jira and Confluence) although there's one application which is needed for one of the users. I'm talking about QAlity Plus. It says the application is free if less than 10 users are using it. Althought we have around 30 accounts in Atlassian there's only one QA who needs the application for their day to day work.

Would that be possible to make the application available for only one user in the company and how can we arrange this?

No, it's not possible. App pricing always depends on the number of licensed users.

On Confluence Enterprise, you can have multiple Confluence projects (I think that's the name) where you have more options to distribute users (and apps) across them.
