Request permission is not available on the page in question. I can add comments but not edit the chart that is supposed to get completed, which I have seen others edit.

If the Edit button does not appear on the page the most likely cause is that you don't have edit permission on the space. Please see: Space Permissions Overview. To find out who has admin permission so they can give you edit permission:
Server: choose Spaces > Space directory in the Confluence header, then choose the Space Details icon beside the space where the page is.
Cloud: Go to Spaces>All Spaces and click the i (for information) next to the space where the page is.
