I am planning to create Folder structure in Confluence application as per the below.

The page structure is a folder-like structure already, and it happens partly automatically.
Your example data does not seem to be in any structure, so I can't really work with it, but let's say you want to end up with:
Home Page (main page for the space)
+ Page 1 ++ Page 46 under page 1 + Page 3Top Page for some associated content + Some content + more contentScratchpad area + a scrap of info
When you create a space, the home page is created for you. When you are looking at a page and you click "create", the new page is created underneath the current page. So while looking at "Home page", you would create two new pages - Page 1 and Page 3. Then to nest Page 46, you go to page 1 and create a new page there.
If you put pages in the wrong tree structure, no problem - you can move pages, selecting a new parent, or if you go to space tools and look at the tree, you'll be able to drag and drop the pages around as well.
