How to access Jira REST API for GPDR reporting from Confluence app?

I'm specifically interested in this one -> /rest/atlassian-connect/latest/report-accounts

When I try to access Jira endpoints I get HTTP 403 response with message {"error": "Session auth token does not include expected resource servers in audience server. Token was issued for: [.../wiki]"} 

Am I missing some scope in descriptor? I have ACT_AS_USER added and no other scopes seem to be relevant. Or perhaps GPDR reporting is only required for Jira apps? I could not find the equivalent of this for Confluence - https://developer.atlassian.com/cloud/jira/platform/user-privacy-developer-guide/
