I was trying to check knowledge base without signing on my service desk portal.
When I tried to give permission to view knowledge base for anonymous users, it gave me this error:

Free plans have limitations and it looks like you found one. In order to change the permissions on your space you will need to upgrade your plan as the error states.

Any paid plan gives you this functionality. So you can get the standard plan at $10 a month and should be good to go.
