I had added a code into a button so when user clicks sees the issue collector.
I need to force it to display in a new window instead of in the same confluence page.
How I can add code to do that?

The issue collector is not a page but a "gadget". How do you intend to open it on a new page? What will this new page has, and why you don;t place the collector on the new page, and simply redirect with your button the users to the other page? What exactly you want to achieve?
