I am a "site admin " and an "user Access Admin" . Until recently I could add and remove users in Confluence and Jira, no issues. Here recently something changed and now I am not able to add / remove users . Defeats the purpose of being an administrator .
Are there instructions on what access is required to add new users / delete terminated users in the Jira, Confluence, Jira Service Manager environment ?
Do I need to be the User Admin for all product lines ?

Adding to Aaron's reply, you can refer to this documentation on what each admin role can do, depending on the user management experience you have in your Organization:
Even after letting your organization admin know the type of role you need to manage users for each product you are an admin of, please let us know. :)

Sorry - that is not what I am looking for. I am not a Org Admin, nor probably become one due to security. I know that an Org Admin can do all these things.
I seeking to know if there is a way , that with the permissions that I have , "site admin " and an "user Access Admin" is it possible to be able to add / remove users .
For example, if I am added to each product as User Admin , if it possible to be able to add / remove users . In order to perform these actions, must I be user access admin for each product ?

Sorry for the misunderstanding. User admin access will allow you to add/edit/delete users.

Yes. You need User access admin for each product (jira, confluence,product discovery)
