Excerpt with Roadmap not working properly

I hope someone can help but it's going to be hard to explain.  I have a page called Project Plan.  In the page, I have 3 separate excerpts.

1. Name = status.  Contents is just the status of the project using the status macro.
2. Name = Plan.  Contents is the original planned roadmap using the roadmap macro.
3. Name = Actual.  Contents is the updated actual roadmap using the roadmap macro.

This all works great until we need to update one of the plans (which we update the actual weekly).  We edit the page.  Click on the Actual excerpt.  Click on the actual roadmap and choose edit.  We go into the roadmap and make our changes and choose "insert" (which is odd because I'm updating not inserting).  Here is the issue:  Instead of updating the roadmap in the actual excerpt section, it added the actual roadmap to the excerpt status section.  This happens most of the time but on a rare occasion, it works.  We don't do anything different so not sure why it works every sometimes but not always.
