When creating a ticket, I don't see the Editor toolbox in the description field (image1). How can I activate it? I have this toolbox when I go back to the ticket (image2).

Are you sure you're looking at the same field in image one and image two?
The field 'Description' from the first image would suggest it is a paragraph field using Default text renderer, while the other field is using Wiki style renderer. This option can be configured via issue field configuration.
Also, a question here would be is this somehow related to Confluence (as it's posted in Confluence group)? Are you creating issues from Confluence or the first issue is simply create screen in Jira?

@Christophe SEBAOUN , can you navigate to that particular create screen and check if there are maybe two description fields with the same name?
For example, I've just created another 'description' field that uses default rendering and system one uses wiki-style rendered.
If there are two same-named fields, I suggest renaming the custom one to avoid confusion.

It came from the field configuration, although I saw Wiki Style Renderer, it had not been updated.
After the update, the toolbox displayed correctly.
