When I share a draft version of a page, it says it's a page that doesn't have that link. The link works for the person who created the page, but the members who shared the page cannot access the link.

Take a look at Live Editing / Live docs
New pages with Live Editing enabled behave like normal pages even in the edit mode.
Live docs/editing is currently Beta - check if your site is participating, if not, I'd contact Atlassian Support to see if this can be switch on.
Side note - From my experience, Live docs/Live pages are a blast (been using it since the initial EAP)! 💥 I'd choose those over regular pages almost every time! IMO, definitely a feature worth checking out.

@Tomislav Tobijas _Koios_ Unless you're using and/or developing workflow apps, theme apps, etc. Then those live docs become 'zombies in limbo' pages :)

Are there potentially any page restrictions set on the draft page? Also, can you maybe share URL example (not necessarily site name or page ID)?
Whenever sharing drafts, URLs are usually formatted smt like:
https://<sitename>.atlassian.net/wiki/spaces/atltm/pages/edit-v2/<page-id>?draftShareId=<share-id>
I guess other user can access published pages within the same space without an issue?
