users only gonna see the space tools when having admin rights (global / space).

Just take away permissions for users!

Another opportunity could be using a third party theme.

What exactly does not work? 

What are the permissions for the group users? When you're not an admin you may see Space tools - but you're only able to see 

  • View information about the space
  • Reorder pages. 

-> if you still don't want this - try costum html as mentioned here or use CSS! (only working for server!)
