Hi, I am a project manager for a team of around 14 people in a company of over 2000. The whole company uses Jira to manager projects across the multiple teams. However, no team member had access to confluence. Is it possible to pay for just my 14 team members to have access to confluence rather than the whole company?

So everybody uses Jira and nobody uses Confluence, correct?
You can create a Confluence site with any number of users - Atlassian apps within an Organization are independent, so you can have 2000 folks on Jira, 150 on Jira Service Management, 14 on Confluence.
Your Confluence users may have a seat on Jira but don't have to. It's up to you to decide how to provision users into individual apps. Some may need access everywhere, some don't need Jira, some don't need Confluence but need JSM.
You can also have multiple instances (sites) of an Atlassian app.
You can also mix and match the pricing tiers, for example you can have Premium Jira and Standard Confluence.

If you are not part of the team/department that manages the Jira instance and billing then I strongly encourage you to contact those teams to ask for them to establish the Confluence Cloud subscription. Many company IT teams become very frustrated when employees strike out on their own to set up products for official company use, since there may be concerns about billing, administrative access, user access management, and maintaining security and confidentiality for information and intellectual property of the company.
