Welcome to Atlassian community :)

Which Confluence do you use - server version (custom URL domain eg. confluence.yourcompany.com) or Cloud version (URL is xxxx.atlassian.net)?

Does this behaviour happen to other users? What web browser do you use?

I have this same problem on version 7.13.x. I just updated to 7.19.4 and the issue is still there. This is on-prem using new hardware and a lot of resources. It only happens the first time we launch it, typically this happens in the morning then after that delay, every page loads just fine through out the day. This happens to all users on all browsers. Also, it's not related to AD auth because, it happens before you are ready to login. Once it loads you, you can close the session and try even incognito browser windows and the problem won't happen. It seems to be a server setting ,like a keep alive or something that goes dormant after hours of inactivity...
