Can I restore data to confluence having the same database in sql file.

I have unfortunately only a database of phpmyadmin. Can I restore data from it to a new installation?
In addition, I have a problem with phpmyadmin upload old database and new database and I have a problem with encoding, but it is utf-8.

Is "database of phpmyadmin" a full dump of a database?

If so, then yes, you can restore it into a new database and then hook up a new Confluence to it.  You'll need a copy of the attachments separately of course.

I can't help you with encoding, you've not said what is wrong.

Yes it is "full dump" database.

when i use this https://confluence.atlassian.com/doc/restoring-data-from-other-backups-148627.html

and install old datebase is a fatal error and description: This installation of Confluence has failed one or more bootstrap configuration checks. Please check the logs for details.

Exception: Detected tables with non-default collation. See https://confluence.atlassian.com/x/TABrFw

When you restore the dump, you need to restore it into a database with the correct collation set and/or fix the collation.  Please see https://confluence.atlassian.com/kb/how-to-fix-the-collation-and-character-set-of-a-mysql-database-744326173.html
