Auto Transition After Amount of Time

I just want to make an automation rule that transitioned an issue to another state after a specific of time.

Yes, that is possible and very helpful and usually done via Automation for Jira.

Not sure what version of Jira you are exactly having etc but you should be able to do it. There was many similar topics related to that with detailed instructions like for example
