I'm looking for a way for anonymous users to be able to like or dislike pages. Permissions are only released for commenting and this like function is not available.
What would be the purpose of trying to collect that kind of information? You would never know exactly who Liked the page or if it was a valid Like or a self created one. Seems the metric would be hard to validate.

an anonymous user is not able to do that. Anonymous can't be tracked.

You could do it, but it would be pointless. Once the first anonymous user has liked or disliked, the next one would only be changing the vote, not adding a new one. All anonymous users look the same to Confluence, like they are all one single account, so there would only ever be one like/dislike on a page
