Admin account doesn't recognize Confluence

Our admin account doesnt seem to work for Confluence.  Behaves as if it's a new setup.

But all the other users are able to access it.  And the admin account shows that it has access.

If you go through that process, does the onboarding begin again the next time you log in? Does this occur every time?
