Need some assitance when activating a new user. Do I need to verify a domain as part of managed accounts or can I just add a member without LDAP or AD?
Managed accounts only apply for users of Atlassian Guard (which is paid). Since you're on the Free tier, I assume that is not being used in your environment :)
Basically, in the most simple setups, you shouldn't need to do anything special, especially if you invite/add a member as admin yourself. Once that person clicks on the confirm-link they will receive, they are prompted to create an Atlassian account, after which they should have access to your environment.
Can you share what issues you are experiencing in more detail? Maybe add some (redacted) screenshots?
