Dropdown lists: values only from databases? --

I wondered if indeed value sets in dropdown lists can only come from other databases. 
It looks as if you cannot easily define a set of values without having to add a database. That's a lot of work for something very simple...

You should be able to add a field of type "Tag" (I think it was called "Select" before), which let's you define simple options manually.
