Is it possible to mark up images in Confluence like we can in Microsoft OneNote? Many times we need to point to items in a diagram or photo as a part of a documentation project and I can't see a way of doing it.
One Note is far superior to Confluence, so don't expect anything like the same level of functionality. A member of my team once likened it to using emacs instead of notepad++, and that is actually a very good analogy! You are best be is to stick with One Note until Atlassian finally bring Confluence into the 21st century, but that is going to be a big job, I really don't know how they dropped the ball on that one.
What do you mean by "mark up" images?
You can't change the image or highlight something in the image or draw something.
